The signing took place on January 27, 2008: The CTU was represented by Secretary General, Ms. Bernadette Lewis and Gauss Research Laboratory (sponsoring organization of .pr) is represented by its Director, Oscar Moreno, Radamés Mejías (Vice-Chancellor of Pucamaima) representing .do, Dr. Soraya Aquino (representing) and Ing. Vargas representing Indotel. The purpose of this Agreement is to set  forth the basic features of collaboration to establish a Caribbean Internet Governance Forum (CIGF). This signing coincided with the  NANOG 45 meeting, being their first one at the Caribbean.
